The DA has constructed a comprehensive response plan to ensure that no child is left uncared for. Orphaned children must be kept safe, they must be clothed and fed and they must be kept in school. They must also be given the chance to develop into emotionally secure adults.

Government needs to be more clearly committed in terms of the statutory requirements which govern the appointment of the distribution agencies and the distribution of Lotto proceeds. There needs to be more continuity and more certainty to the system so that charity and other not-for-profit organisations that depend on Lotto funding can be more effective in delivering the services that the state is unable to deliver.

South Africa has the benefit of many hundreds of non-profit organisations (NPOs) staffed by South Africans who are devoted to making our country a better place for all its people. It is well known that organisations such as these struggle to raise funds, and, for this reason, the South African government has established the National Lottery Distribution Trust Fund (NLDTF) to distribute funds raised through the national lottery to needy organisations performing crucial social services.
