DA to present first ever bill to regulate coalition governments in Parliament today

Today marks an important milestone in the DA’s efforts to stabilise South Africa’s coalition governments as the DA will present the Constitution Nineteenth Amendment Bill.

DA Chief Whip, Siviwe Gwarube, will present the DA’s Constitution Nineteenth Amendment Bill, which seeks to stabilise national and provincial coalition governments by limiting the number of motions of no confidence (“MONC”) and the circumstances under which they can be brought. While motions of no confidence are a crucial accountability mechanism, they are susceptible to abuse as we have seen at a local government level, which negatively affects service delivery.

The DA’s Chief Whip will commence this historic process by conducting the first reading of the Bill before it is referred to the relevant portfolio committee for deliberations.

The DA has been proactive in creating a legislative framework that would ensure governance stability and reliable service delivery. This Bill marks the first step in achieving this objective.
