Highlights of the Mayoral budget speech

“The labour register is now fully operational and jobs at the municipality, as well as local labour for construction projects are allocated in a transparent manner. The total number of listings to date is 2631. The Council is extremely proud that we have employed 368 people from the Local Labour Register to date.”

 

The Executive Mayor Bongani Baloyi recently delivered the Annual Budget Speech for the Midvaal Municipality.

The following are just some of the highlights of the budget.

“We have heard the comments received from our community on the plight of the pensioners and in response, we will increase the income threshold from the current R4 500 monthly household income to R7 500 monthly household income to qualify for a 50% reduction on property rates.”

 

“About 4000 households in Sicelo Ward 8 informal settlements will have access to electricity in this financial year. We have decided to borrow additional
funds to bring this massive improvement in service delivery to our people.”

 

“When intensifying credit control measures, it is of -imperative to protect those who are not able to pay. In the previous financial year, we declared all households with a property value of R150 000 and less indigent households. In the coming financial year, all RDP properties, regardless of the property
value, will be regarded as deemed indigents.”

 

“In the previous financial year we reduced the water and electricity availability charges by 46%. This year we are removing the water and electricity availability charges in totality. The removal of the availability charges will directly benefit our poor households. Where in the past they had to pay fixed
amounts regardless of consumption levels, households are now given the flexibility to reduce their total accounts by reducing their consumption levels in line with their individual affordability levels.”

 

“In total, we will spend almost twenty eight million on electricity projects from the new loan funding. We will also invest twelve million in the acquisition
of the sewer line for the Klipriver Business Park so that we can attract investors who can possibly bring the much needed jobs to our area”.

 

“Provision has been made to supply all indigent households serviced by the Council with 6 kilolitres of water free of charge and to all indigent households with a prepaid metre, 50 kilowatt hours of free electricity. Indigent households will also receive their sanitation and refuse collection at no charge. They will furthermore not pay assessment rates on the first five hundred thousand rand of their property value. Indigent pensioners will not pay any property rates.”

 

“The fact that Midvaal has received a clean audit for 3 consecutive years, and also been voted the top municipality in Gauteng for the Annual Municipal Financial Sustainability Index for 3 years in a row, is evidence that we are practicing the principles of good governance and sound financial
management which we have promised to our people. But we are not only focused on governance … we strive to deliver services efficiently and effectively. We are embracing our new vision “To inclusively serve the needs of our community”, and this budget illustrates just how committed we are to this
vision.”
