  • Minister Nkabane’s Seta debacle highlights the need for enhanced parliamentary oversight over all Ministerial Board appointments.
  • The DA will submit parliamentary questions to all State Departments to probe the process followed in each such appointment.

The Democratic Alliance will today submit written questions to all ministers asking for details on the processes followed in every board appointment done by each minister.

The details asked will include the names of members considered for the panel, the names of those who served and how they were selected, what qualified the panel members to serve, the process followed and any departmental policy on the process.

The DA, through our parliamentary processes, will ensure that Ministers have and continue to follow transparent processes in the appointment of all Ministerial Board appointments, including all panels that appoint board members of State-Owned Enterprises, sector education and training authorities (Seta’s) and similar entities.

Furthermore, should it become apparent that Minister of Higher Education, Nobuhle Nkabane, misled Parliament with regards to the panel that considered the appointment of chairs of Seta’s, the DA will take further steps to report her to the Joint Ethics Committee.

The requirement that these appointments are done in a fair, transparent, and independent manner is fundamental to not only ridding the State of the practice of benefitting the politically connected few, but also an important step in building a competent public sector.
