The Municipal Manager of the failing Kannaland Municipality served a half-hearted “cease and desist” letter on the DA, in an attempt to stop us laying criminal charges against him today.
The DA cannot, and will not be prevented from fighting for better service delivery for the people of Kannaland, by a Municipal Manager hiding behind legal letters. The DA’s promise in this election is to stop corruption, delivery basic services and create jobs.
We have continued to lay criminal charges.
Advocate Dillo Sereo, Municipal Manager of Kannaland, is the accounting officer and is responsible for the failures of his administration.
Kannaland is currently governed by a Mayor from the ICOSA party who is a convicted rapist. Advocate Sereo has a legal duty to uphold the law in the administration, while the political leadership is led by a convicted criminal.
The DA therefore proceeded to lay serious criminal charges for what we believe to be grossly negligent financial management and reporting failures against Kannaland Municipal Manager, Adv. Dillo Sereo.
Under Adv. Sereo, appointed in 2024, Kannaland has been unable to receive a clean audit. The municipality has been unable to properly account for its use of taxpayer and residents’ money. Kannaland has received disclaimed audit opinions for the past four financial years, with no improvement under Adv. Sereo’s leadership.
And residents feel the pain.
There is no reliable water supply, and residents rely on water tankers for their daily needs. While public money has already been spent, a critical sewage plant project has stalled. The roads are poor, and because the municipality is failing, there are no jobs for residents struggling to get by.
This is why the DA is acting – to get Kannaland working for all its residents!
Voting for the DA on 4 November will not only ensure funds can be accounted for, but we will use public funds to lay the foundations for a new chapter of growth and hope for Kannaland.
There is a reason why the worst governed municipalities in the Western Cape are the ones that are not governed by the DA.
