I have today referred ten Municipal Managers to the Minister of Cooperative Governance & Traditional Affairs, Mr Velenkosini Hlabisa, for maladministration investigations.
Under Section 106(4)(5) of the Municipal Systems Amendment Act, the Minister is empowered to request MECs to investigate maladministration within 90 days; failing which, the Minister’s Office may commence probes.
With more than half of our municipalities in financial distress, this is not isolated and results from maladministration. Maladministration must be exposed with all powers available in our laws. Section 106 has not been sufficiently used.
I have also extended an invitation to the Minister to discuss the DA’s proposals for strengthening the Section 106 process. We hope to work together with the Minister to send a clear signal against maladministration.
