Several technical capital projects launched

Witzenberg Municipality on 4 August 2022 officially launched six Technical Capital Projects in the
various towns including Ceres (Vredebes, N’duli), Wolseley (Pine Valley) and Tulbagh that were
recently completed. The aim of the projects is to improve service delivery standards as well as the
quality of life of the residents in the greater Witzenberg municipal area.

The Executive Mayor of Witzenberg, Alderman Hennie Smit, had the honour of cutting the red
ribbons at each of the project sites and was accompanied by amongst other, the Portfolio
Chairperson: Technical Services, Alderman Ronald Visagie, various Mayco members and
Councillors as well as the Director: Technical Services, Section Managers and officials.|

Alderman Ronald Visagie, Portfolio Chairperson: Technical Services, heartwarmingly welcomed
and complemented the Director and his team on the completion of these projects, as it will
certainly improve service delivery to a great extend as well as improve the lives of all those
affected, in a positive way. He said although some of these projects naturally takes years to
complete and costs millions of Rands, with many challenges and delays along the way, that no
matter how big or small a project is, if it positively impacts and improves the quality of life of
others, it is well worth it.

At each of the six sites Alderman Visagie gave a short welcoming and introduction to the specific
project completed by the Technical Directorate, followed by an overview thereof by the
respective Managers.

The six projects launched included:

1) Streetlights in Vredebes Phase H (Ceres)
2) Construction of Internal and Bulk Civil Engineering Services – Vredebes Phase H (Ceres)
3) Fleet replacement (Various sections / all towns)
4) Construction of a Material Recovery Facility (Ceres)
5) Security upgrades at the Pittebos Pumpstation in Pine Valley (Wolseley)
6) Van der Stel Street Sidewalks (Tulbagh)


Some background of each:

1) Project Name: Streetlights in Vredebes Phase H (Ceres)

Engineer: Lyners Consulting
Contractor: Motheo
Contract commencement date: April 2022
Completion date: June 2022
Total Contract Value for construction and consulting services: R1.8 million (incl VAT).

2) Project Name: Construction of Internal and Bulk Civil Engineering Services – Vredebes
Phase H (Ceres)
Engineer: Deca Consulting Engineers
Contractor: Asla Construction
Scope of work: Road construction and layer work for bus route, sidewalks and internal
water, sewer, roads and stormwater services.

Contract commencement date: 5 October 2020
Completion date: June 2021
Total Contract Value for construction and consulting services: R28 511 487.25 (incl VAT).

3) Project Name: Fleet replacement (Various sections / all towns)
Scope of product: Three light commercial vehicles (Nissan NP 200) with 3 year 90 000km
service plan.
Total Value of Supply of Vehicles: R571 955.01 (incl VAT) through the National Treasury
Transversal Contract

4) Name of Project: Construction of a Material Recovery Facility (MRF; Lyell Street, Ceres)
Engineer: Zutari
Contractor: Hiload Inyanga Construction
Scope of work: Inception, concept and viability, detail design, documentation and
procurement and contract administration and inspection of a MRF – Civil, structural,
mechanical, electrical, fire and architectural disciplines were involved to complete the
project scope; Construction of access roads, stormwater drainage, water reticulation,
sewer and a weighbridge.
Contract commencement date: 24 May 2021
Completion date: 15 July 2022 (Construction)
Total Contract Value for construction and consulting services: R30 657 648.24 (incl VAT).

5) Name of Project: Security upgrades at the Pittebos Pumpstation in Pine Valley (Wolseley)
Engineer: In House
Contractor: Williams Loodgieters
Scope of work: Replacement of existing vandalised roof structure with new concrete
roofslab; General brickwork to existing building; Installation of new roller shutter door;
and Installation of pepper gas system.
Contract commencement date: 24 March 2022
Completion date: 30 June 2022
Total Contract Value for project for construction: R292 423.73 (incl VAT).

6) Project name: Van der Stel Street Sidewalk (Tulbagh)
Engineer: BMK Consulting Engineers
Contractor: Coalition Trading, Actopambili Roads
Scope of work: Formalise pedestrian walkway on the Western side of the road, reducing
the width of the road, including the
installation of concrete bollards for pedestrian safety
and providing landscaping.
Contract commencement date: 1 November 2021 (Construction) and 19 April 2021
(Consulting)
Completion date: 30 June 2022 (Construction) and 1 November 2021 (Consulting)
Total Contract Value for construction and consulting services: R712 591.00 (incl VAT).

In closing Alderman Visagie encouraged communities to take responsibility of community / public
assets and infrastructure and to report any vandalism and criminal activities to:

Furthermore, communities are also encouraged to attend public participation meetings especially
IDP meetings and to consult with Ward Councillors to ensure needs, wants and specific challenges
of communities are raised and receiving attention and budget allocation during planning phases.
