Latest report highlights integrity of City supply chain management

The latest report on the City’s supply chain management practices illustrates the integrity and transparency of the system.

 

For the 2016/17 financial year, the City of Cape Town received 2 704 tender submissions. There were 73 appeals lodged against the award of tenders and the Appeals Authority upheld appeals against 10 tenders.

 

The City also continues to deal with suppliers who abuse the City’s Supply Chain Management (SCM) Policy due to fraud, corruption, fronting or failure to deliver adequately on contracts. For the same year in review, there were 77 suppliers on the City’s list of restricted suppliers who may not do business with the City in accordance with the National Treasury’s list of restricted suppliers.

 

‘Once again we are extremely proud of our achievements in this vital area of governance. Our statistics show that there remains a high degree of accuracy in our SCM processes and it further demonstrates that there is a solid level of public satisfaction in us as a government. Ensuring that we strive to maintain no to low levels of corruption and that we keep our processes transparent is vital to top service delivery and respect for our ratepayers,’ said the City’s Mayoral Committee Member for Finance, Councillor Johan van der Merwe.

 

Compliance is enforced via a rigorous tender evaluation and award process. The City’s Bid Adjudication Committee meetings are also open to the public and therefore highly transparent. The Appeals Authority as well as the Forensic Investigation Unit operate independently of the SCM Unit and line departments, thereby maintaining a strict segregation of duties.

 

Over the past financial year, 19 203 Requests for Quotations were advertised on the City’s website and 93 750 responses were received. The City produced 229 509 total purchase orders. Approximately 94% of our total purchase orders were placed with vendors who were complaint with the Broad-Based Black Economic Empowerment legislation.
