Mayor Msimanga keeping top officials accountable for service delivery

Upon his appointment in March 2017, Tshwane City Manager, Moeketsi Mosola, signed a performance agreement contract with the Executive Mayor of Tshwane, Solly Msimanga, as required by section 57 of the Municipal Systems Act, 32 of 2000.

In accordance with the Act, the City Manager had his first performance review with the Executive Mayor on 21 September 2017. The review was for quarter four of the 2016/17 financial year, the period that Dr Mosola started working for the City.

The key performance indicators and performance targets in terms of the Performance Management System are deliberately in place to make Tshwane a prosperous Capital City in line with the 2017/21 Integrated Development Plan (IDP), the first IDP for the new administration after the local government elections which took place in 2016” said Msimanga.

Holding officials accountable is one of the ways we are bringing change to Tshwane and ensuring that the municipal council’s vision for the long term development of the municipality is achieved. It is my considered view that upon conclusion of the review, Mosola has demonstrated his efficiency based on the final scores and core managerial competencies. I said during his nomination to Council that Mosola is someone we strongly believe can fulfil the duties and responsibilities of the position of the City Manager and assist in bringing the change to Tshwane which we desire, and his performance thus far has proved that” added Msimanga.

Some of the key highlights noted during the review process include:

  • 3 billion attracted to the City.
  • 420 Crime prevention operations executed against 381 target during the said quarter.
  • Achievement of 3 965 non-qualifying indigent households exited from the indigent register against a target of 2 000.
  • 110 entrepreneurs supported by the City through business development support programmes against a target of 60.
  • The introduction of new transparent recruiting method for EPWP candidates.

The City of Tshwane will continue to hold its officials accountable as we together endeavor to stabilise and revitalise Tshwane.
