At the ordinary Council meeting on 28 May 2020, the extension of the operating terms for 12 City Improvement Districts (CIDs) and the applications to establish four new CIDs was approved.
The established CIDs are located in the following areas:
- Zeekoevlei Peninsula Special Rating Area (ZVPSRA)
- Wynberg Improvement District (WID)
- Somerset West City Improvement District (SWCID)
- Airport Industria City Improvement District (AICID)
- Parow Industria Improvement District (PIID)
- Maitland City Improvement District (MAITCID
- Elsies River City Improvement District (ERCID)
- Muizenberg Improvement District (MID)
- Cape Town Central City Improvement District (CCID)
- Fish Hoek Business Improvement District (FHBID)
- Claremont Improvement District Company (CIDC)
- Groote Schuur Community Improvement District (GSCID)
The newly established CIDs are in:
- Welgemoed
- Lower Kenilworth
- Scott Estate
- Baviaanskloof
- Boston
The City Improvement Districts are established by communities in order to supplement municipal services such as:
- To improve safety in the public space
- To promote and safeguard the interests of residents and businesses in the area.
- To address social issues in a unified, cooperative and sustainable manner.
- To improve, upgrade and protect the natural and built environment of the area.
- To provide additional cleansing and waste management.
- To promote inter-community collaboration as well as with organisations and,
- Facilitating investment to the area and building investor confidence leading to employment opportunities
The City does not fund CIDs. CIDs are funded from additional property rates levied on the municipal valuation of property owners within the boundary of a CID and paid over by the City to the CID on a monthly basis. These funds are then used by the CIDs to provide the additional services.
