Ward 77 – Get to know Francine Higham

Francine Higham is the DA’s candidate for Councillor of Ward 77 in the City of Cape Town. This area includes Tamboerskloof, Vredehoek,  Oranjezicht, Signal Hill, Schotschekloof, Bo-Kaap and parts of Gardens.

Francine Higham was born in Cape Town and grew up in the Eastern Cape, where she completed her Bachelor of Journalism at Rhodes University. 

After graduating Francine returned to Cape Town and joined Media24 where she worked as an online journalist. She then moved overseas to London where she spent ten years working in digital media and communications.

While living in London, Francine was a founding member of the DA Abroad, the DA’s overseas network, where she served as a volunteer focused on activism and community organisation amongst the South African diaspora. In 2016, Francine was elected as Leader of the organisation.

Francine returned to South Africa two years ago, inspired to get involved in the DA’s project of building a better South Africa for all, and was grateful for the opportunity to serve in the Western Cape Government as the Media Liaison Officer for the provincial Minister of Finance and Economic Opportunities.

Francine brings her years of community organisation, leadership, and communications experience to the position of Ward Councillor, and she is committed to listening and engaging with residents and local businesses to fairly represent their interests and work together to get things done in Ward 77.

Francine Higham is committed to getting things done 

  1. Addressing homelessness by working in partnership with the City’s displaced persons unit, NGOs, and shelters to uplift those who are most vulnerable and help them off the streets.
  2. Reducing crime by partnering and supporting neighbourhood watches, local law enforcement and the public to tackle hotspots and ensure a safer community for all. 
  3. Protecting our environment by holding SANParks accountable for maintenance of fire breaks and ensuring adherence of by-laws that reduce fire risks. Also, working with communities to reduce waste through recycling and improving management of water and electricity resources. 
  4. Caring for our public spaces by ensuring regular maintenance and improvements that not only make them more attractive for visitors, but also places of pride and joy for residents.
